     I can see that original plans with the whole development 25 years ago show that there was going to be a 3.5 metre track alongside this boundary to give access to farm sheds. My worry is if I transfer responsibility, that he would knock it all down, create a new bigger shed and get this track built in whilst accessing my garden.
    What's the worst that could happen? I ask, because I don't know. 

    If he were to demolish that existing building, surely he couldn't build a larger shed against that boundary anyway as there's a 2.5m height limit on outbuildings closer than 2m to a boundary? (That's a question, because I'm not certain...)

    And if he were to demolish that shed and lay a 3.5m track alongside that boundary wall, why would that be a bad thing? You could screen it off to your heart's content, and it might even be nicer than the existing building?

    But, I don't know.

    The easiest answer to give him would be, I think, to 'go ahead with the repairs he claims is necessary - you give him permission to access the shed side from your garden and fit that 'concrete bar'. But you see no reason - no need - to transfer 'ownership' of that boundary to him'.
