    The first preliminary roadside breathalyser to be type approved by the home office was the Alcotest 80, manufactured by Dräger Ltd. The number 80 in the name refers to the BAC (blood alcohol concentration) limit it was designed to detect

    So you were nearly right

    I remember 1967 being a relevant year because I was on a car journey on Boxing Day and passed a pub at lunchtime with a very full car park and either myself or my father remarking about the new DD law apparently having little effect.

    Probably as they didnt have a Type Approved breathalyser to test people till the following year

    First breathalyser used on Wednesday 12 June  at half past three-----what a "debate" 
    As for the real question raised by O/P , I sympathise completely with his own family experience and I strongly support the law banning drink/drug drivers and think it is not enforced strongly enough, especially where drug use is concerned. There should be a much more vigorous campaign .....but police numbers are now so depleted that there is little chance of that, sadly.
    As for cannabis, the use of it by adults at home is a matter that I will only say is a very different matter from driving whilst or after using it. As for all "Hard Drugs", I am totally against them being made legal.
