Sorry, apart from contacting Instarem, I can't think of anything else. It might just be a harmless temporary problem, but then it might point to something more serious and you might be better advised to go with Starling. I would, for this large sum.1

If I were you, I would use Starling GBP and Euro accounts. If your brother has a UK address, he can open those accounts. If not, then you would have to open them. It may be helpful to clear up the aim... I am guessing you owe your brother £35,000 however want to ensure he gets the maximum Euro value at his end?
In terms of the website verification code... do you need to give your international mobile number maybe? (ie +44 and minus the lead 0)0 -
I’d just do an international transfer via your own bank. For a sum as large as this you want to be safe.0

No point paying your normal bank several hundred pounds when you can do it with Starling with the same security and a huge saving. Unless you can talk them into doing it with the same terms (exchange rate and fee) as Starling will do it.1
