Has your partner's mother been appointed a social worker as regards her discharge from hospital?
Has your partner's mother been assessed for requiring nursing care or residential care?  Could she manage at home with visits from care workers?
Has the reason fro her falls been assessed?  Has she aids to make her life easier?  Has she other medical problems?  Has she been asked want she wants to do?  Unless she is no longer able to make decisions herself then she has the right to decide.
A member of her family should be asking all these questions before any decision is taken.  There may be other 'answers' rather than her going into a nursing home.
    Is she receiving Attendance Allowance?
    This^^^
Plus has a capacity assessment been carried out around your MIL's capacity to make her own decision about where she lives. Because if she is well enough to understand the risks, has capacity and wishes to return home, that is her decision to make. No-one elses.
If she lacks capacity, is there a health/welfare power of attorney in place. If not then there should be a best interests process looking at the least restrictive options ie a return home with a proper package of support, or alternatives such as housing with care.
You are talking about a nursing home. Does she have nursing needs or are her needs social care ones (washing. dressing etc) so could be met in a residential home if the previous options are not feasible?

Pedant alert - it's could have, not could of.

Sell the residence and use the fund to pay the monthly rent at the nursing home. That sounds to me the most appropriate way of doing it. It is her asset, after all.
So I guess having a residence, or selling the house and having 250k in the bank would be the same thing in regards to entitlements?
Perhaps she might be best to rent the house out long term and use the rental money to pay for the nursing home. Then the family could perhaps top up the rest.
Her house will be left to the family. They are in no worry for the inheritance. Her care is the most important factor in all this.

Yes,  the value of the house is considered as capital for assessment purposes.
Renting  out the house entails your mother becoming  a landlord with all the  responsibilities and  expense of that. What if a tenant doesn't pay the rent  or trashes the place?

Does anybody have Power of Attorney for her. If not, and she is still of sound mind then get  one done asap.  You can do one online cheaper than going to a solicitor

It would be a good idea to suggest this to her, but it is still her choice and if she declines to make one and has capacity to do so then that is her decision.
If she lacks capacity you will need to look at a deputyship which is a long slow process.
