Travel Insurance for Covid 19 in a country which the FCO Advises against travel?

Under the Package Travel Regulations, you can cancel for a full refund "in the event of unavoidable and extraordinary circumstances occurring at the place of destination or its immediate vicinity and which significantly affect (a) the performance of the package, or (b) the carriage of passengers to the destination". I would have thought that the FCO advising against non-essential travel, and the requirement to self-isolate when you return, would be covered by this but many package firms are not honouring the PTRs.0
