Phantom request to join closed Facebook Group

I am Admin for a visible but closed Facebook Group that requires answers to entry questions. When people are too quick on the submit button I have a standard text that I message them to nudge for answers before they can be accepted. The latest replied to me saying that not only had they not asked to join, but they had not been aware of our group before my message. However, they are involved in the craft that we promote.
I believe that if one of our members 'invites' someone, that person will get a message directing them to our joining questions. Is that so? If so this person seemed clued up enough to have seen this.
There have been a handful of people to whom I've sent the 'please answer the questions' message in the past and have had no response. Was this the same scenario, did they ignore my message because they had not requested to join?
I don't want to unnecessarily decline people so would love to know what is going on. Thanks.

We get loads of random people asking to join a group I'm admin of. I just ignore them if they don't answer the question. You can usually tell the spurious ones because they have several thousand "friends" and are members of loads of groups. As for someone not knowing they'd asked to join, I can't answer that.Tall, dark & handsome. Well two out of three ain't bad.2
