What to do - take partial (30%) refund or risk it with travel insurance?

So me & the wife were meant to be going croatia for a week in september. With croatia now in the red zone, we cannot go as we are both key workers and would not be able to quarantine for 2 weeks due to work.
It was booked through lastminute.com in february and we took out travel insurance with asda right adtee we booked it. Lastminute have told us we cannot change the booking, they said the flights are still scheduled to go ahead so we can either go, or they will offer us a £420 refund.... on a holiday that we paid £1,250.
We are abbiously not happy with that, so contacted our travel insurance and explained the scenario. They said: ‘All claims would be considered in relation to cancellation as long as the holiday company are refusing to refund you and you have evidence of this; and if the fco say it is still not safe to travel therr when your trip is due to start. Please bear in mind there would be an excess per person, per section, per claim. Please be aware we will not look into claims until at least 48 hours before you are due to travel and claims take up to 45 working days to be assessed. The result of the claim would be the claims peoples decision as all claims are accessed on an individual basis’z
i do not know whether to reject lastminute.com’s partial refund offer and try to claim the full amound from the insurance. Or to accept the £420 offer from LM and try to claim the balance from the insurance (is this possible?). I just don’t want to accept the £420 refund and then the insurance says to me you have already accepted a refund from the holiday company so cannot claim. Alternativrly i son’t want to reject the partial refund, claim for the full amount and the insurance company tells me my claim has been turned down and i am left with nothing! Totaly confused about what move to make next. Any advice would be appreciated!

Probably best to accept the partial refund because a bird in the hand etc, but also you have a duty to mitigate your losses, so even if you don't accept the refund the insurer could pay the claim minus the amount offered by LM.0

Do nothiing until a couple of days before your departure date: the flights might yet be cancelled, or Croatia might become OK again.If you do need to make an insurance claim, the payout will be based on your total loss after you making your best efforts to reduce that loss. Since you have the offer of a partial refund, the amount of that refund will be deducted from any payment the insurance company make to you. So you ought to accept the refund if you do need to cancel.0

1) it's only an FCO advisory against travel, not a rule
2) some people are Croatian nationals returning home, so still need to travel
3) some don't mind the quarantine on arrival home; it wouldn't be a problem for those of us that work from home
To imply the flight will be cancelled is simply wrong, unfortunately.0
