How long does a credit card company have to resolve a (simple) complaint?

If you were not happy with the £25 then you should have told them at that point.£25 is not a bad pay out. FOS might up it a bit, but the delay in that will not bring your blood temperature down much.
TBH. You should be venting your fury at the Visa company, not the bank as they are the ones at fault here.
(mastercard); actually the cc company screwed up, twice, by either not requesting the right info or simply forgetting I had sent it to them! They admit this in the transcripts I have.
I think in total, I spent about probably 7 or 8 hours between getting info, contacting them in the app, calling them, sending letters in the mail and complaining.
Despite disagreeing with the opinions here regarding the amount, I've decided to let it go and consider it the tiniest of victories.
