Car insurance named driver accidents

My insurer has said that as the policy holder I need to treat any accidents by a named driver as mine when filling in forms because it's a claim on my policy.    None of the comparison sites make this clear.  But then when my named driver adds their information the proposal forms ask 'Have you had any accidents' so they should also answer yes.  So we get double penalised

    "My insurer"... You mean the insurer you happen to be with this year?

    Answer the question that's actually on the proposal. It's usually VERY clearly worded...

    "Have you had any motor accidents, claims or losses in the past 5 years, no matter who was at fault or if a claim was made?

    It is really important to tell us about any claims (including unsettled claims), accidents or losses that are motor vehicle related."

    Yes, you have had a claim on your policy - because of a named driver. ("no matter who was at fault").
