My garden used to be a railway cutting and gets very soggy underfoot. A previous occupant of our house had several tonnes of soil laid on top of the ballast, which is roughly 6 inches deep. Any suggestions of how I could improve the drainage? I have excavated ditch down one side, but the water doesn't seem to drain into the ditch quickly at all. Do you think I need to have the soil removed? Any advice will be greatly appreciated.

You can try mixing some sand into the soil which can aid in drainage. If that don't help you can fit a drainage system, but will be expensive. You are then left with the option of removing the soil1

don't you need something on the slope side to collect/hold the water running off the slopes soil ?
i would think about a ditch on the slope side filled with gravel/hardcore and branch from there to the ditch you have on the other side, maybe possible to use pipework (instead of gravel/hardcore) to collect and direct the water into the ditch you have made1
