Vet Complaint due to Negligence

My cat lost a fight just over two weeks ago. I took her to an emergency vet on a Sunday. I got an appointment which lasted 5 minutes maximum. That was the vet looking briefly at the cats eye from far with no thorough examination. It also included the vet going to get her medication (eye drops) and returning to show me how to put them in.
When the vet went to print a label for the medication, he said it would take too long and to just give her the drops 3 to 4 times a day until it cleared up but not to panic as it would go white, and red before getting better. The reason the vet didn't print a medication label was due to the fact the cat wasn't registered at this practice and it seems he didn't know how to add her onto the system.
I phoned the vet surgery to pay the next day, and they said the vet hadn't put the appointment/treatment on the system yet, and that when he had, they'd call me to arrange payment - which they never did. This would have been great other than the fact that over two weeks later, I'm still very concerned about my cat and take her to a different vet, who tells me she needs her eye taking out as there is a piece of claw very far in the eyeball, meaning it cannot be saved, especially this far down the line. This has resulted in unnecessary pain and suffering for my cat for a long time, then a traumatic surgery experience and also a large vet bill for myself. The bill is not the issue.
I am angry that the first vet didn't thoroughly examine her as the 2nd vet said her eye was a disgrace and had obviously ruptured when it had first happened. Ultimately, there is a small chance her eye/sight could have been saved, or if not, that she could have now been two weeks into recovery, not 2 weeks of pain and misery, then her operation and now forward to recovery.
My question is, should I complain about the first vet and if so, what are my rights and how do I go about it?

First of all is your current vet prepared to confirm in writing that the first vet did not give adequate treatment.?
Bear in mind that if a pet is not registered with a vet he is only required to provide first aid and pain relief.

I lost my previous pet because I believe negligence. I consider hiring a lawyer because I was inconsolable. At the and all I did is write a bad review. People should know who they are dealing with.0
