Driving lesson refund

Final driving lesson, use of car for test day paid. Test cancelled by DVLA several times and again due to Corona. The instructor has now passed the business on without the credit. The Head office have been contacted and they say they have no record of the learner. Under consumer rights or section 25 can i claim this money back from my bank? Any tips or advice appreciated.

It's section 75 you need, not 25
You should be able to, yes - as the service wasn't received. You need some kind of written proof though rather than phone calls etc1 -
Section 20 secretive unit of British military intelligence may be an option
