Ryanair waive flight change fee

We have flights booked to France, outbound in Aug and return in Sept. We cannot travel now due to FCO advice (not covered on insurance) and unable to quarantine on return.
We are trying to change the flight dates to October, hoping it would be free under their promoted fee waiver "Any flight booked as of 10 June 2020 for a Ryanair Group flight departing in July, August, and September 2020 may be changed to another Ryanair Group flight departing before 31 December 2020 without any flight change fees". 
We tried several times online but kept getting an error, eventually got through on the phone and they said it would be £195 to change it for the 4 of us. Brand new flights would cost only £166 return for us all (we paid £378 for the original dates).
The operator quoted the T&Cs
"Only one free change is permitted per booking sector." He was trying to say that we could only change either the outbound or return flight for free, not both, but this seems to be completely wrong. The way I read it is that you can only change each sector once? Is a sector a single flight? 
Has anyone else had this trouble? It seems wrong that they are promoting changes for free but essentially just giving you half of that?

what date did you book the flights? what date is the outbound flight?

Booked 13th July. Outbound flight is Saturday 22nd Aug

I know that it's now within 7 days for the outbound but we started trying to change online from last Friday and got the error online. We have been on hold on the phone and the chatbot for as much time as we could spare on Saturday and Sunday and finally got through Tuesday at 4pm. 
The guy didn't mention the 7 day deadline as the reason for the charge, he kept stating the one sector rule.

You can’t change within 7 days for free. The change must be completed more than 7 days before flight is due to leave. You will have to pay change fee if you want to move outbound flight.
