With Enhanced mobility PIP you have the option of leasing a motability vehicle of your choice in exchange for the mobility payment. DWP will pay motability for the lease of your vehicle and you won't receive the money yourself. There are some vehicles that are lower than the mobility payment but most of them are for the full amount.
Lots of information available on the motability website. You must also have at least 12 months award remaining before you can place an order. https://www.motability.co.uk/
Lots of information on there also for the scooter. I have a car and to be honest i wouldn't have a scooter because it's far too expensive with motability but that's my opinion.

You can get secondhand scooters very easily and cheaply. Much more economical to save up for a few months and buy one of those, I would think. You can also hire one if desperate, e.g. for a particular occasion.

While scooters are handy, they also need somewhere to store with power to keep charged up.
We bought our own from CareCo after trying it out. Handy to trips out round the local area, but these can turn into nightmares with cars parked on pavements & lack of dropped curbs.
If you get one that you can take apart to put in a car, make sure you take your car and try it in the car before buying. It amazing how heavy some parts are and the seat take up a lot of room.

So if I was to be successful on both care and mobility for exchange of a vehicle would they take both payments or just the mobility? And how is insurance and things done by the government!

Have you actually read the link i posted above? It explains everything you need to know.
As i've previously advised, it's the mobility part (Enhanced) that you exchange for the vehicle and not the daily living part. You don't need any daily living part for the mobility vehicle.
All you pay for is your fuel, everything else is included. Please take a little time and read the link.
