UK Hotel refund issue

hi, I had a room booked for April for a friends wedding. The room was paid in full at the time of booking and was not cancellable. Obviously due to covid we were unable to attend and the hotel was shut in fact it only reopened last week. 
They are only offering me a credit note and refusing a cash refund.  I quoted the article and linked to the page where Martin spoke with the representative from the CMA but the hotel are still refusing to budge saying they don't believe a refund is due. What are my options? Can I ask my bank to perform a charge back on the grounds of service not provided?

    Yes, a chargeback is the way forward. So long as you can prove the hotel could not provide a room as it was closed, and 99% of them were, you should have no difficulties
