Probably covers the readership in the magazine's (limited) circulation areas.

These usually state certain counties in the T&C'S but this one doesn't seem to: 

• Competition ends on 13 September 2020
• Entrants must be from the UK
• Entrants must be 18+
• Prize includes a two-night weekend stay in a Suite for two, Full English Breakfast at Charlie's or in the comfort of your Suite, a bottle of Champagne on arrival (along with other VIP amenities), a complimentary bespoke tour of Mayfair & St. James on a Pashley Bike, complimentary Wifi and use of the hotel gym and spa, excluding treatments
• Valid from 14 September 2020 until 1 February 2021 
• Subject to availability  
• No cash prize alternative
• Once notified by email, the winner will have 48 hours to accept their prize or another winner may be chosen

In the general T&C it also says: 
2. Reader Treats are available to Muddy Stilettos newsletter readers. Entrants must be residents of England, Scotland, Wales or Ireland, aged 18 and over.

Having said that you have to select your county from the drop down list and not all counties are in the list.

About Muddy Stilettos

Muddy Stiletto groups have been set up in a number of counties. Each group produces it's own newsletter of activities within the county/counties it represents. You can subscribe to any county you wish but there's little point in getting details about somewhere you have no interest in so it would normally be best to hear about places local to you.
Many of the competitions that are run are available to anyone who has subscribed to any one of the newsletters but some are only run by and available to the county you have subscribed to. If it is available to you, it will be posted in or via the newsletter you receive.
The counties in the drop down list are the ones that have groups and produce  newsletters.
