Blue banner 'Cards & Loans, Household Bills' etc disappearing on forum pages

The dark blue (almost black) banner that reads "Cards & Loans Household Bills Complain & Reclaim Banking & Savings Mortgages & Homes Travel Insurance Deals & Shopping Income & Budgeting Students", which used to show on all forum pages, is, on my PC (Chrome on Windows 10) briefly appearing when a forum page loads, then disappearing - there's just a thin line with no text there. I can still see the banner on the https://www.moneysavingexpert.com home page, and other non-forum pages eg https://www.moneysavingexpert.com/savings/savings-accounts-best-interest/. This started happening this weekend, I think.

[ There is a "Main MSW Website links" at the bottom of each page with the same links, but the one for "Banking & Saving" is wrong - it links to https://www.moneysavingexpert.com/borrowing/ instead (the same as "Cards & Loans"). - this has now been fixed. The problem above remains, however - the proper banner shows for about a second and then shrinks to a thin bar with no links in it. ]
