Importing Craft products from China like Sewing Buttons, Cotton Tassels, etc. EU REACH Laws

Hi,
I have read up a lot about the REACH Regulations for importing goods from outside the EU, but I don't really understand them. Does a finished article have less than 0.1% of the restricted chemical in it for it to REACH compliant if you import more than 1 tonnes of goods into the UK each Year or even if you important just that one product to sell onto a UK customer, it would still need to be tested if you imported 1 tonne or not? Also does anyone know a way of getting REACH testing done cheaply as I will be importing items from China where I will purchase say £50's worth of each item so I don't have a lot of each item in stock just incase the items don't sell I don't want to overstock on stuff, so how would I go about this as the costs of REACH testing everything would make it impossible to make money as the items would cost me way to much if say I had to test everything and each item tested cost over £50?
I find there is not really much information on the Internet about this and I actually feel that a lot of people are importing stuff from China that is not REACH tested and are selling it all over Amazon and Ebay as they probably don't even know about these laws.

talk to the HSE, they are the ones who will prosecute you but they are very helpful as they really don't like doing that
