    What culture is that?
    Which 'culture' is irrelevant. There are many cultures where women are seen as effectively being second class citizens and not of importance.   It seems this individual won't listen to anybody irrespective of gender.

     but could afford the £350 that the council would charge for taking a look, but of course, I have no guarantee that the council will agree with me about the impact it is having on my enjoyment of my garden. 
    Before spending £350 take a look at https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/9408/hedgeheight.pdf and try to fill in the spreadsheet about hedge heights. That may give you a better idea if you are likely to get the council to back you or not.

    In fact, my neighbour removed  a few trees down from the opposite side of his garden because his male neighbour asked him to. These were trees that were not even classed as hedges, and not as dense as those on my boundary.

    High hedges fall within the remit of the local planning department I believe. Might be worth having a chat with them and see if they will undertake enforcement action.
