Ombudsman services and a consumer code body

We have been awarded a considerable amount of money from the ombudsman services after we had a Biomass boiler fitted to our home incorrectly.
The installer has refused to pay the ombudsman reward to us.  We are aware that part of his credit installer for MSC he has to be a member of a consumer body.
As part of the of this member terms and conditions the consumer body they have a compensation fund to payout on an ADR ruling (the ombudsman) if the installer refuses and clear a policy on how they will then recover this money via the courts.

However the consumer body is refusing to do this and have stated that we can only use this compensation fund if we get a county court judgement against the installer ourselves, then they will pay out.

Can they they instruct us to do this ? Theirs instructions on actions on what legal actions we must take are very detailed. Would this be classed as legal advice?

    The consumer body has explained to you, in detail, the steps you need to take. That is information, not advice. They cannot make you do so, but if you don't, they won't pay out.
    Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!
