Insurance company advising not covered for Camcellation

I booked a holiday to the Netherlands from 15th to 29th Aug.  This booking was made on 17th Jan 20 and I took out annual multi-trip insurance on 26th Jan 20.  Ferry is too late to cancel or amend as we are due to travel in next 24 hours.  I have had no response from Duinrell where we had booked our stay.  In the terms and conditions iof my insurance it advises that I am covered for cancellation of my trip if due to compulsory quarantine.  After the government announced that visits to the Netherlands will mean a 14 day compulsory quarantine and they are advising only essential travel to the Netherlands is required I have no choice but to cancel.  When I called my insurance company they advised that pandemics are not covered and that it is only advice not to travel.  She read out the terms and conditions but conveniently failed to read out the part about compulsory quarantine being covered.  I have a copy of my terms and conditions and this seems to be subtly different to what the advisor read out to me.  Where should I go to next.

    What did she say when you told her what is in your policy wording? you did try and argue your case with her did,nt you?

    Does the "compulsory quarantine" in the insurance terms apply to the holiday destination or when you return to the UK ?

    That's an important question.

    As they say it's only advice, ask them if they WILL cover you if you go !

    Edit in : You say the Ts and Cs are different, have they sent you any amendments since the Covid pandemic ?

    And when she said that pandemics weren't covered and she read out the terms and conditions, was she right and pandemics aren't covered?

    At the destination. After you return to the UK it doesn't form part of the trip. 
    The clause excludes the eventuality that you contract something while abroad.

    Policy wordings change, the only wording that counts is the one in your policy. Go through it again to see what it says is covered and then phone them back. Ask them if they cover people travelling against FCO advice, most do not. If you don't get anywhere raise a complaint through the usual channel.
