He had this at work when people didn’t take their leave while everything was shut and ended up running out of time to take it before the end of the leave year in August. They allowed people to carry it over or be paid for it if this wasn’t possible. 

This was more than fair as arguably people could have taken at least some leave.

We've been actively encouraged whilst working from home to take holiday which I completely understand. 
My view is that if I'm working from home full time I still need down time and a rest. There are some people who haven't taken any holiday which makes me question how hard they've been working to require no time off in the last 5 months. 
If we have more than 15 days holiday left by now then our holiday has to be approved by the MD as a way to encourage people to book their annual leave. And it's been made very clear that we won't be allowed to carry over any more than the normal 5 days at the end of the calendar year and we wont be paid for any holiday not taken.

People are still entitled to leave or being paid for leave.
