Parking eye appeal? Driver didn’t leave vehicle?

Hi I have read through the newbies section but wasn’t sure whether I had grounds for appeal. As the registered owner of the vehicle I have received the PCN. I however was not the driver at the time and have been informed the driver did not leave the vehicle but entered the car park to use google maps as they were away on holiday. Whilst in the car park they also attended to a 1year old not that this is relevant but means the stay was longer than a few minutes. I believe the car park in question has been mentioned before on the forum as there is some uncertainty over who actually owns all of the land.

The keeper needs to send the blue text template appeal easily found in the first post of the NEWBIES thread. You must've seen it when you read the NEWBIES thread.
Send it unchanged - no need for additions or alterations.

i see the form but didn’t know if it was still applicable as some people have said you can no longer us the registered keeper card.

Being the owner is irrelevant
You are the registered keeper with the DVLA
If Parking Eye complied with POFA then they can hold you responsible for the actions of your vehicle
The driver should have complied with the signage , the driver was on private property and failed to comply with the terms for parking , not getting out of the vehicle is irrelevant
It wasn't a safe area , it had cameras recording all vehicles entering and exiting1 -

Sounds more like Premier Parking Solutions to me, not parking eye2

Overcombe corner car park is showing as being council owned, unless the OP means the Cafe Oasis car park that has dreadful revues about ParkingEye.
In future, if the driver needs to check directions or attend to a small child, do it on a public road, even if there are single or double yellow lines (as long as there are no kerb blips/no loading markings).
Never ever pull onto someone's private property unless you are going to observe the parking terms and conditions.
Parking includes nobody getting out of the car, so that bit is irrelevant.
Send the appeal template from the keeper as already advised. Check whether the NTK is or isn't PoFA compliant whilst you are at it.
Get pics of the site and signage and/or check google street view to see if there are any images there that might help.I married my cousin. I had to...I don't have a sister.
