Lease car windscreen parking fine, UKPC. Help needed!

Good evening all and thanks in advance. 1 week ago after 10 minutes popping into a multi story car park I live locally too, having returned to my car I was greeted with a Parking charge notice from UKPC. I have in my infinite wisdom managed to lose this too! It is a leased car in the family business’s name, which ends in November.  The ground floor of this car park is disabled only, with about 40 spots available. I will confess, I parked in one of the spots, due to the fact there was only 1 other car on the floor, I was only going to be 10 minutes, and I have a knee operation in a month. I’m aware this isn’t great reasoning, and wouldn’t condone this otherwise but I paid my ticket as normal so it wasn’t about not paying, it was location of my car. I have read other threads, some suggest ignoring some suggest contacting them and saying who the registered keeper is, but I’m a bit confused on what I should do. The minimum fine is £60, £100 after 14 days which is a lot. Plus which I’ve lost the PCN and I’m not even driving the car anymore, it’s back with my employers. If I was to go down the route or not paying, baring in mind it’s a lease car too, how do you think I would fare? I assume it’s easy enough to pay the fine with just the car reg?

    the lease company should name the lessee, you

    as lessee , you get a pcn in your own name in the post , an NTH

    you appeal this using one of the edna basher templates from the bottom of the first post of the newbies thread near the top of this forum

    If you have read threads on this forum telling people to ignore a PCN, we need to know about this dreadful advice, because the regulars here have been telling people not to ignore a PCN since the law changed in 2012.

    Appeal as per the excellent advice from Redx above. Do not reveal the driver's identity at any point, not even on here.
    The hirer/lessee appeals.

    The advice is to wait for the leasing company to write to me as the lessee? Assuming as I’ve lost the ticket, they’ll write to the leasing company, and once they reveal the lessee that is when I appeal with the Edna template?

    no , you wait for the PARKING company to write to you as lessee, once the lease company have named you to the parking company , then appeal with the EB template (not the blue text template)

    tell the lease company to name you when they receive the NTK from the parking company , to absolve themselves under POFA, as per the BVRLA guidelines

    DO NOT blab about who was driving, to anyone !!! ever

    It is not a fine.

    The sticky thread for NEWBIES tells a lessee/hirer exactly what to do if/when they receive a NTH.

    It is quite possible that the driver never received the NTD, or it is equally possible that the driver did not tell the keeper/hirer/lessee of the incident. The first the hirer/lessee will know about this is if/when they receive a NTH.

    If the keeper of a hire/lease car has received a NTK they should follow the eight year old law (the PoFA 2012) and tell the PPC that this is a hire/lease vehicle and tell them the name of the hirer/lessee.

    If/when the hirer/lessee gets a NTH then they should deal with it as per the NEWBIES.

    The vehicle keeper/hirer/lessee should tell the driver never to park in a disabled space unless they or a passenger of the car is disabled.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    I'd be concerned to check with the lease firm first, to double check they are not going to charge you £50 or pay the PCN when it arrives to them next month.  Tell them NOT to pay it and just to email it to your company, free of charge so the company can appeal it, and by the way their response (and waiving of any unfair charge) will be taken into account when the company considers whether to take out a new lease or extend it...because it's important to your company that they NEVER pay a scam private parking charge nor treat it as if it's a real penalty.

    I'd be inclined to email UKPC (this works, don't query it!):

    appealmoreinfo@ukparkingcontrol.com

    ... in the name of the KEEPER COMPANY (not driver) and give the location, approx date and the VRM.   Do NOT say it's a leased vehicle.   Ask for another copy of the PCN because it had got screwed up/weather damaged when the driver found it, and your company ''can't see the PCN number properly to go online to look at their photos and consider paying it''...!

    If they think they are about to be paid they'll reply in a jiffy I bet.

    Then you can appeal it on day 26 in the company name without naming the driver, as per the NEWBIES thread advice.

    Thank you so much for the help! I sent the above email to the address you provided with the VRM and now awaiting the reply. I will contact the leasing company on Monday and advise them the above too. Final thing, just looking through the newbies thread and trying to ascertain which template it is I should be sending on day 26.. am I right in saying the following (it was in blue) is what I should send? My concern is the following has nothing to do with parking in a disabled bay..

     Re PCN number: 
    I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

    There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

    If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

    If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.“

    I really appreciate your help in this case, this is a £60/£100 charge I could really do with avoiding.
