Bounce back loans and tax return

My partner set up his own business in July 2019 in the travel industry. He is currently trying to apply for a bounce back loan with Starling but they are requesting a tax return. However the govt have allowed a delay on tax return until October so he hasn’t done one yet, however the bank are still asking for it. Is there any way to resolve this as he would have had over £100,000 of turnover had coronavirus not put pay to that. Any help appreciated

    Easiest thing would complete the tax return and get it sent.
    Just because the deadline says you can do it later that doesn't mean you have to.

    However the govt have allowed a delay on tax return until October so he hasn’t done one yet, 

    All accountants are working as normal now.  So, no reason to delay it until then.
