Family Member or Non family Lodger

Doing a Benefit Calculation, declaring working son, my benefit would be cut by 50%! 
done the sum with and without someone else living with me: But if lodger was non family member 
they would calculate very differently! So lodger paying say £50 a week rent, Council will take £15 into account!🤔
But would take £50  just because it’s family member! Example £90 benefit slashed by £55 with family member! 
Yet only £15 with non family member🤗 So what’s the difference who your lodger is?
