Family Member or Non family Lodger

Doing a Benefit Calculation, declaring working son, my benefit would be cut by 50%! 

done the sum with and without someone else living with me: But if lodger was non family member 
they would calculate very differently! So lodger paying say £50 a week rent, Council will take £15 into account!🤔
But would take £50  just because it’s family member! Example £90 benefit slashed by £55 with family member! 

Yet only £15 with non family member🤗 So what’s the difference who your lodger is?

I guess family members are expected to support each other whereas a lodger is there on a commercial arrangement.

It's to prevent taking advantage of the benefits system for people who would be living there anyway. Although there is always the option of asking your son to leave and get a proper lodger instead.
