Mileage Allowance Rate - Please Help!

Hey! 
Desperately need some help after changing jobs and receiving a significantly lower mileage reimbursement. 
I receive a small car allowance which I barely covers the repayments of the vehicle (which I was happy to subsidise) however my employer has now decided to only reimburse 9p a mile...12p less than my previous employer. 
Am I right to assume this rate should only be used for employees receiving a company car to cover fuel costs?
The current rate will not cover any maintenance the vehicle requires and has seriously put me out of pocket. 
Please help!

    I believe they can pay whatever rate they choose, I assume you claim tax relief on the difference between what you receive and the HMRC rate every year?
