Paypal blocking account

A member of my family has had his paypal account blocked. The notice says he has' violated the user agreement', it has not told him how he did this or what he can do to resolve this issue. 
He has emailed daily with no response, he has rung daily and it rings out, he has no idea why this has happened and what to do about it and he cannto access his money.

Any help ideas would be much appreciated.

    What has he been using PP for? Buying? Selling? Gambling? Sending / receiving money to / from people?

    Mine got blocked as I am entering an IVA which included PayPal credit. I don't know if this applies to him, even though the IP people said the normal PayPal part would be unaffected.

    Money is usually returned after 180 days I believe.

    That's only if you are happy to let them do it that way. It is possible to get the money back sooner.
