Hate it when folk say that you should get rid of car and use taxis and public transport just because you do low miles.
For a few years I was doing less than 3K miles a year and only worked 4 miles away but I started work at stupid o'clock in the morning. If I got a bus I would have had to get up an hour earlier and walk extra distance to the bus station as the only bus that would have got me to work on time didn't serve the nearest bus stops.
Also it's nice to just jump in the car and go somewhere without having to plan how you are going to get there and back, also waiting for taxis is not always practical if they are fully booked up.
Owning a car is no different to having Sky TV or going on holiday, you don't need it but it's still nice to have if you can afford it.

4 miles is a great distance for a bicycle. Keeps you fit and reduces pollution.1

I think some just wish to point out that owning a car that hardly moves isn't particularly Money Saving.

Public transport and taxis aren't cheap and we don't all live in London or another metropolitan city with great transport links.
The difference you're looking for is between buying a brand new car/PCP etc versus running an old cheaper car that is easy to fix with low/none depreciation.1
