Decking and fence coating advice

The house I moved into 2 years ago has about 10m2 of decking at the back, all south facing. It must be around 15 years old. last year i cleaned it all and coated with Screwfix nonslip decking paint. This year I notice the coating is flaking away.  I brush the decking yesterday and notice lots of wood fibres coming away on the decking grooves.  Looking for recommendations on the best way to clean and coat this for the year ahead.  Is an all clear waterproof sealer any good? (says it can be used on wood, concrete etc). 

The same for fencing, got 23m of new fencing installed. Its been coated with Ronseal fence coated. Is waterproof sealer good for fences, or should i stick to Ronseal?
