To pay a scammer no doubt.The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.1

If you have no idea how to use bitcoin, then I'd recommend steering completely clear of it - in my experience anything that needs it is either illegal or a scam. To answer your question though - a "wallet" is where you store your coins and basically refers to software/hardware you use to access them. I'd recommend reading up before even contemplating buying any - plenty of resources out there just a quick Google search away.
