Clarification re Travel

Hi, Just after a clarification regarding visiting a relative and staying overnight:
Person A - Single person household. Lives in a lockdown area.
Person B - Singe person household, over 70 but no note from doctor about being vulnerable or needing to shield. Lives in an area outside current lockdowns.
Both form a "Support Bubble" (can you just say you're forming one?)
Can Person A visit by public transport and stay overnight at the house of Person B?
My understanding is "yes" as they have formed a Support Bubble and the difference in lockdown areas is not relevant.
Any thoughts!?

People from separate households are not mix together in their homes or gardens, or in pubs and restaurants.
As long as people look for loop holes or ways getting round the rules we will all suffer. A sad reflection of the selfish culture that exists in the UK today.2 -
A lockdown area is a lockdown area and person A should stay in it otherwise they could bring Covid out to you (and your friends).
Travelling out of it by public transport is even worse and I would suggest that should A visit B then both of you should self isolate in the house for 14 days and not leave it for any reason whatsoever.
Quite what you do about advising everyone who shared the public transport is another issue.1 -
Your bubble theory no longer applies when the lockdown has been reintroduced. Stay home. The status of person B isn't relevant, if A has contracted anything they're taking it out of their lockdown area and into a new place.0

people aged over 70, even if you're otherwise fit and well"
