    How can you be required to undertake work within 14 days if your employer has said you can't work in those 14 days?

    Who knows? 
    When the exemption was there people who had booked shifts just said this and were exempted. 
    This is no different to the employer excluding the employee for any reason. Maybe the employer is being reasonable maybe they’re not but if the employee is able to work lawfully (which the OP would be) then they should be paid in full and ideally work from home.

    Rules relating to coronavirus are modified when necessary. In this case either the old rule encompassed more people than intended, people took advantage of it or experts realised it wasn't sensible and changed it. Whichever way, you have to look at current rules.

    Fully agree but the rule was in place when the wife travelled back as I read it. 
    There was a small window between Spain being taken off the list and the exemption being abolished. For those people who returned to the UK during that period the exemption applied. 
    It’s been extensively discussed on doctors forums with people who called the home office being told they were exempt.
    So we have a few people who are legally exempt but employers don’t want on site. If they can work from home that’s fine. For those who can’t the advice from our union was they should be paid in full providing they travelled before the rules changed.

    Yes, self isolation in Spain was added on Sunday 26th, healthcare exception was removed Friday 31st July. We arrived home in between thoses dates - and was due back in work within 14 days.
    Still waiting for HR to get back to us, will then get onto the union if required.

    Sadly they’re on membership only sites so I can’t link. 
    Given how few people this actually involves I’d hope they’d just pay up rather than letting it snowball and upsetting people after a busy time for staff. I guess another solution maybe to offer to repay a few of the shifts depending on how many are involved as some kind of a compromise?
