Anyone who has received one of these and is fighting a parking claim should hang onto it as it could come in useful. It is proof that a person is extremely vulnerable.

Citizens Advice also have a list of people who are considered vulnerable.

What has this vulnerability to do with anything? 

I am 80, have type 2 diabetes, and have not received one of these letters.   Neither has my wife, 75 years old, Indian, with Parkinson's disease.

Neither of you seem to fall into the Government's categories of 'clinically extremely vulnerable' people.

Definition of ‘clinically extremely vulnerable’

Expert doctors in England have identified specific medical conditions that, based on what we know about the virus so far, place some people at greatest risk of severe illness from COVID-19. Disease severity, medical history or treatment levels will also affect who is in this group.

Clinically extremely vulnerable people may include:

• solid organ transplant recipients
• people with specific cancers:
  • people with cancer who are undergoing active chemotherapy
  • people with lung cancer who are undergoing radical radiotherapy
  • people with cancers of the blood or bone marrow such as leukaemia, lymphoma or myeloma who are at any stage of treatment
  • people having immunotherapy or other continuing antibody treatments for cancer
  • people having other targeted cancer treatments that can affect the immune system, such as protein kinase inhibitors or PARP inhibitors
  • people who have had bone marrow or stem cell transplants in the last 6 months or who are still taking immunosuppression drugs
• people with severe respiratory conditions including all cystic fibrosis, severe asthma and severe chronic obstructive pulmonary disease (COPD)
• people with rare diseases that significantly increase the risk of infections (such as severe combined immunodeficiency (SCID), homozygous sickle cell)
• people on immunosuppression therapies sufficient to significantly increase risk of infection
• women who are pregnant with significant heart disease, congenital or acquired
• other people who have also been classed as clinically extremely vulnerable, based on clinical judgement and an assessment of their needs. GPs and hospital clinicians have been provided with guidance to support these decisions

If you do not fall into any of these categories, but you are still concerned, you should discuss your concerns with your GP or hospital clinician.

I must say I am most surprised that 'extreme Blue Nun addiction' isn't listed! 😆

Collection agents regulated by the FCA should check before they chase a debt whether the recipient of their letters is vulnerable. The list from the Government is not exhaustive. The poster from the CAB posted a list of their classification of vulnerable people.   

The letter from the Government could be useful if a poster was using mitigating circumstances in a court case. Sometimes we see posters who receive a ticket when they are receiving treatment at a hospital. It would save paying for a letter from a doctor as part of their WS.
