Soon to be homeless, question regarding License, Tax etc

I'm soon to become homeless, if Im lucky I might be able to stay on friends/family sofa, but as of right now I'm planning on sleeping in my car. As far as my license and tax what do I change it to? I've tried phoning the DVLA, but their phone numbers aren't working, they've turned off web chat, and I cant post them anything.
Can I change my address to a friends, even though I'm not going to be living there?

Yes, you can use any address where you can be contacted, eg a family member or friend's address.I see you already have a thread about the more important situation - good luck.
