Can't get my refund from Direct Ferries

In early July I booked a ferry crossing to Ireland with Direct Ferries. I deliberately bought a higher-price ticket because it included the possibility to cancel and get a refund. Since Ireland has kept its quarantine restrictions for English visitors I duly cancelled. But Direct Ferries is insisting on giving me a voucher instead of a refund. A voucher is valueless to me because the restrictions that come with it mean that I can't use it, so I can't help them out by taking one. And it is crystal clear that I am owed a refund since that is what was advertised. In one of their emails they said they have "retrospectively altered their terms and conditions" so that customers can only receive vouchers, not refunds. What to do? Small Claims Court? Anyone know of a mass action against them?
