PCN from WIng parking

I got a PCN from wing parking on behalf of Greenwich Council back in Jan 2020. I appealled on 2 occasions and wasnt successful. I agreed to pay £60 in 2 installments over 2 months. I paid £30 in early march and forgot to pay the other £30 as I was busy on ward during the covid. Last month, i received a fine for £150 from debt recovery plus due to the £30 not being paid. I have spoken to wingparking and they claim I now owe them £100 of which I have paid £30 so now owe £70. Mark from Wing parking says I should now deal with Debt recovery and not them.So the debt recovery is charging me £80 for what i dont know. All efforts to contact Debt reovery has failed as they are not on email and not answering phones either. What do I do from this point as I dont want  to be taken to court or any CCJ on my credit record? Please help

You have not received a fine.

I'm not sure why anyone would ever agree to pay an unregulated parking scammer, especially as council owned car parks cannot be run by a private company as if it was privately owned.

As for debt collectors, they have absolutely no powers whatsoever and can safely be ignored. They cannot visit you or commence court proceedings or send bailiffs round.

Never, ever 'phone an unregulated private company.
Never, ever contact a toothless debt collector.

A 'phone call is not worth the paper upon which it is writ.

Only the PPC or landowner can start a court claim.

DRP can do neither. It would be for Wing to issue any court proceedings. The cost of them taking you to court to recover £30 would be in the region of £200. Do the math!

Thats why they set 'no win, no fee' debt beggars on your tail, to stir up the emotion, panic, worry and irrationality you are now exhibiting. Please read the NEWBIES FAQ sticky, fourth post, which tells you how to deal with DRP (without using your keyboard, or picking up your pen.  And under no circumstances phoning anyone).

If Wing throw all common and financial sense overboard and issue court proceedings against you, come back on this thread for further advice. Until then, sleep easy.
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

This Matt chappie is living in the clouds and thinks you are a mug.  DRP are probably one of the most ridiculous companies going  .... simply money scammers and YOU MUST IGNORE

Now you have received a scam letter endorsed by "Matt"  ...... you just ignore. As said, he would be totally round the bend to throw money at a court claim which he will lose.

Covid has created these demands because parking companies are desperate right now. Don't bother phoning this bod again and NEVER make contact with DRP unless you would like to talk to clowns

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
