Thanks for ALL your comments, note to self, never engage with forums of this nature as people are so quick to criticise and want to have a go but not help.

I am puzzled. You said that you

 wanted to open the Income Bond Account, however, it appears that they are not allowing new customers due to COVID,

and posters  said this did not seem to be the case. Surely that was help? You said

 MSE does not tell you that you cannot move money from another ISA into a NS & I ISA. 

and posters indicated that this was not correct.  Surely that was help?

Regrettably the forum's psychic powers must be a little bit below par this week.  The issue seems to be (with all due respect), that you can't read, as the ISA information was easily available both on NS&I's website and MSE's, and the Income Bonds were also available too to buy, as stated on NS&I's page.  If you didn't read the information properly, that's not our problem.

And it's pointless removing your post, because I and others have already quoted it.
