Why would he want to finalise a tenancy agreement if he's not even sure of going there? Ask him what happens if he doesn't get in. If he doesn't know or won't say, don't sign.

    He so stubborn he never explains anything just demands/expect me to sign or fill in a form with a few days notice. It appears this is for a room in the house with a total rent of £4,700 for the academic year. When he called me he insisted it was arranged via the University, but the tenancy has no reference to the University as landlord or acting as a party of interest. It is arranged from www.derwentstudents.com

    Looks like this is private halls. 
    I would want to know why he wants to sign up before results and why he doesn't want to be in uni halls.
    They are in 8 locations, so difficult to advise more unless you want to say which uni it is. Sometimes universities do make arrangements with private halls to provide accommodation on their behalf, so it may be via the uni. 
    As for not discussing things with you, time to remind him who is the parent here! If he wants you to sign papers, he needs to co-operate.

    Filling in a form sounds unlikely to actually create a legally binding guarantor agreement.  Read up on what is required for it to be enforceable, if it doesn't you can just sign with no worries knowing it won't stand up in court.
