Unfinished rewire of my mum's house

My mum had our house rewired in late 2018 when she bought the place. Long story short, she got ill and passed away early this year, so I'm now back in the country trying to sort the house out. The rewiring has been done and everything is live, but it's not entirely finished. There's empty socket holes and old sockets next to the new ones in every room, it looks like not a single old socket has been removed. The old fuse box is gone, but I now have exposed wiring, I'm assuming is not live, just hanging there.
Is removal of these a normal part of a rewire? There's no formal contract because my mum hired a local on the basis of a recommendation of a friend. I think he did try to come back, but couldn't arrange definitively because of her being ill, but I'm not sure. Before I call the guy to finish it, if I can and if it is something he should do, I need to know exactly what I should be asking for and whether it is actually his responsibility to finish this. If it is, advice appreciated on what to ask for. If it isn't does anyone know how to go about getting this looking a bit better?
No evidence of a certificate either. Pretty sure one wasn't received (my mum was really good with keeping hold of all paperwork, I've got her payslips from 2008, so this isn't something she'd misplace and all house related paperwork is together). Can I demand the certificate if nothing else?

Seems the Electrician could not finish as house interior was not accessible - Contact him and with house unoccupied give him the keys if your happy to do so.For a domestic dwelling the work seems rather strange - With the cables run in surface trunking it will look very 'Industrial', but your Mum may have chosen this as it's cheaper and makes less mess0

You have no contract with the electrician, if that's what he is. At this stage it seems you don't know if he's just the local odd job man, so he may not be qualified to issue certificates. With no paperwork you probably have no leverage whatever.Speak to him on that basis and go from there. If you don't get satisfactory answers, get someone in who is qualified to look over the work and rectify anything that's wrong.You don't say whether you're keeping the house. If you aren't, a certificate saying things are safe will be OK. If you're going to live there, you'll probably want a proper re-wire and it will be destructive of decoration, but that won't matter if you are modernising anyway; in fact it's where you'd start.1

First step if to see if this electrician/handyman has been paid. If he has not, then pay him for the work he has done and take it from there, either by getting him to finish the job or getting someone else in to finish it.

He's been paid, I've got the bank statement proof and I'm pretty sure there's a third party contract in place seeing as I own the house with my mum. I've got the messages between them stating to a certain extent what he's meant to do, it doesn't specify removal of old sockets but does state 'clearing and refill'.He's registered so should be able to do the certificate. That's a standard part of a contact with an electrician for a rewire?1
