Tax-Free Childcare: lower government top-up

I recently applied for tax-free childcare and just made my first deposit of £2000. I was surprised to see the government top-up I got was for £483.52 and not the £500 I expected..
I now have this message on my account:
"You can get a maximum government top-up of £483.52 for this entitlement period. You've £0 left for this period."
I thought the maximum top-up was £500 for each 3-month entitlement period, up to £2000 per year.. Anyone know why my top-up was lower?
