Expedia - Flights cancelled but struggling to get refund on hotel

Hi,
I booked to go to Thailand in November, pre Covid-19, and Singapore airlines have cancelled my flights. This is fine as to be honest I would rather not travel now anyway with everything going on. I contacted Expedia to request a refund and they are telling me they can put through the refund for the flights but the hotel is non refundable. They have contacted the hotel who are refusing to refund.
I just wanted some advise as surely the booking made with Expedia, as there were 2 elements booked at the same time flights and hotel, is classed as a package holiday, therefore they are required to refund the booking in full as if I cannot fly to the hotel therefore the package cannot be fulfilled? I don’t want to rebook flights as not only will this change the cost of the holiday, I don’t want to commit to a future booking at this time.
I am going to escalate this but wanted some advise on where I stand as they are quoting as the airline provides the ATOL certificate as they are no longer providing the flight, ATOL no longer stands?

If the holiday was booked as a package and the ATOL certificate states package then the travel agents should refund you the lot. This is how I understood it so unless things have changed then I would go back to Expedia and quote them the Package Travel and Linked Travel Arrangement Regulations 2018 which states the recipients of the money (in this case Expedia) are the ones who have to sort it out.0

The airline does not provide the ATOL certificate, the travel organiser does. What does your one say in terms of who issued it and what is covered?0

Hi OP. I'm in same position. Booked Orlando flights (Virgin) and villa under same booking with Expedia for June. Still awaiting flight refund as Virgin obvs cancelled the flights but Expedia just say that the Villa company are refusing a refund as I was a 'no show'!
