TFL congestion charge PCN - over six months after contravention

Hi,
I think I read somewhere that six months is the time limits to PCN - does this apply to TFL too?
I apparently drove through the Congestion charging zone in the autumn... I had no idea until I got a baliff's letter for a huge fine about a month ago (it had gone through the courts because DVLA had given them an address I have never lived in/ never had anyone I know live in that part of the country).  By submitting an out of time document to the court I have now received a PCN. I called TFL and said I really feel frustrated as I can't remember what happened that long ago and isn't there some kind of time limit? The women on the phone argued the six month time limit didn't apply to my case as they had issued a PCN straight away (but to a wrong address somewhere on the other side of the country that I had never heard of before).  However, over six months later this is the first time I have seen the PCN. 
I have a blue badge and if I thought I would drive through the congestion charging zone I would paid the small amount be able to drive through it for the year if it had been planned (unless it was last minute and then just pay the daily rate). I can't understand what happened - but I can't remember that far back.  Was the woman on the phone correct or was she just stating what was in TFL's interest to get the money from me?
 My health is currently so bad that I am unable to work and an £80 fine is currently a lot of money to me (frustratingly was working in autumn).

    Since we specialise in private parking charges on this forum, you would be better taking this over to our friends on pepipoo.com who are the experts in police, council, and congestion charge problems.

    You will need to sigh up on pepipoo with a non-hotmail email address before reading the FAQs and submitting your query with a redacted copy of the charge document.

    Check the Registered Keeper's address on your vehicle's Registration Certificate (V5c).

    We tend to deal with private parking tickets here, but the people at pepipoo.com are better placed to guide you on this.
  • My V5c has my correct address (and I had registered my vehicle at my previous address before this one too). Do I need to contact the DVLA to find out how the wrong address information was given to TFL? I would like to complain to them as this whole situation was unnecessarily stressful due to their error. 
     I have just looked at pepipoo.com; I will try and come back to it later. At first glance it's a bit of a difficult site to navigate for someone like me (dyslexic) and I need to get past the overwhelm.
