London congestion charge : Resident vs Clean vehicle exemption

I did not manage to find a clear cut answer to my question on TFL website and I am hoping you could help.
I purchased today a hybrid vehicle and I also live in the London congestion zone.
I am eligible to the congestion charge exemption and discount on two grounds
- resident's discount - I am entitled to 90% discount on congestion charge, my understanding is that TFL will stop processing any resident dicount application starting Aug1st.
-clean vehicle discount - The congestion charge would be 100% exempted BUT that exemption disappears after 24 October 2021.
It is unclear to me if the residents discount will also disappear after October 24 2021.
So the natural question is which one should I apply for? If the residents discount is still applicable after Oct 2021 , it will be more beneficial to apply for that one (even with the 10% I have to pay), especially since they stop processing it starting the day after tomorrow.
If anyone has more information, please let me know.

that seems to suggest you must be registered for both?
Also, on this page I found this:T-Charge
A residents' discount entitles you to a 90% discount from the T-Charge until 25 October 2021. After that, if your vehicle still doesn't meet the emissions standards you must pay the Ultra Low Emission Zone charge.
