KLM refund- not baggage

I had return flights booked with KLM for the beginning of June which were cancelled in May by KLM. After months of trying to get a cash refund rather than a voucher, I went through the resolver site recommended by MSE and am now (apparently) receiving one. They originally said it would be through in 2 weeks but it has been 5 and still not sign. I complained again and was told it was coming but could be another 3 months. Today I received a statement for the refund but the refund amount does not include the £170 paid for luggage (4 flights, 2 cases on each). Is that allowed? Does anyone know if there is any chance I will get it back since they cancelled the flight and obviously I then couldn't use the baggage?
