Debt Recovery Plus appeal


I had parked at a bookers store and parked for about 20 minutes. It was clear that the parking area was for Bookers and I did shop in that store, however, there were no parking machines, no signage and no notices anywhere and was not told that we needed to put in our license plate number into their system upon entering the store. I have attempted to appeal to Debt Recovery Plus however, this was the response I was given:

However, if you feel you have information that we need to consider please call [number removed] quoting your reference number or vehicle registration number.

Due to lockdown, my letters were sent home and not to the place that I was staying at. I normally go home once a week but due to the lockdown and everything that has been going on, I've not been home for a little while. Upon returning, I came home to all these parking notices and the most recent one is asking for £160.
So I want to take this through to Popla. However, before I can submit an appeal, it states that I need a 10 digit verification code which Debt Recovery Plus has not provided me. I have requested for it but what do I do if they still don't send me one?

Never, ever, ever contact a powerless debt collector.
What is the name of the PPC please? If you did not appeal to them in time then you cannot appeal to PoPLA (or the IAS if the scammers are an IPC member). You can make a late appeal to the PPC but it will no doubt be rejected for being out of time.
What happened when you complained to the landowner or the manager/CEO of Bookers?
If you didn't blab about the identity of the driver then edit your post to remove that information. Only ever refer to The Driver and The Keeper who are two different people. The Keeper has protections in law that The Driver does not.

The company is called Debt Recovery Plus.
They just ignored me. I've sent them emails but have not heard back.
I don't really know what else can I do. Should I just ignore them? Can I still ignore them even after trying to appeal via their website?0 -
No, no theyre not
DRP are not the parking company. Look at the paperwork more carefully.
You of course ignore DRP, like the newbies thread instructs you to do.1 -
Apologies, I didn't realise there was a whole section on it on the newbies thread. I read the beginning part only about how to make the appeal and what not.
I've read and re-read the paperwork and it doesn't state anywhere about a different company, it just states how to pay and numbers to call or websites to go to, to make the payment.0 -
People are asking you for the name of the parking company , not drpl , because you can only appeal to the parking company , no debt collector will consider an appeal , especially not drpl , they just want your money
Drpl have never issued a popla code and never will either
How do you know that Popla is available if you don't even know the name of the parking company ??
Chances are that the appeal ship sailed long ago
Plan A from the newbies FAQ sticky thread near the top of the forum is your best option , please read that sticky thread announcement asap
It must have the client or claimant name on the drpl paperwork , the people that contracted them , we cannot advise you properly without the name of the parking company , it will definitely be on the NTK PCN and you clearly stated that you picked those up along with the drpl letter

DRP are the scam jokers of the parking industry
As on TV most days, you simply ignore money scammers. All they can do is waste their own time2 -
Then all you can do is ignore, if you cant find a name of a parking company.2

It's a keeper appeal , nothing more , G24 will reject your appeal , but do it anyway
Popla is not an option for any IPC member , so no chance of obtaining a popla code , they aren't in that club
A landowner cancellation is best for you , regardless

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
