Cancellation of FE College trip in March due to Covid

My son was due to travel to Germany in March as part of a group organised by his FE college. The college booked it through a company called European Study Tours. The trip was cancelled due to COVID, and the college have tried to get their money back to reimburse us and approx 29 other parents. The college has told us thatEuropean Study tours have said they cannot reimburse until they have their money back from the airline and accomodation. They told the college to claim through insurance. The insurance company say they cannot act unless the tour company goes bust, so we are in limbo since March and owed money. My question is who owes us the money? the Organisers (FE college) or the package company. All our money was paid to the college. I've not seen any other information regarding study trip refunds anywhere - how can we get our money back? Thanks.

    If you paid the college then they're responsible for refunding you.  Understandable that they're having difficulty getting the money back though, so I don't think you have much choice other than to wait, unless you're prepared to take the college to small claims court....
  • Update: European Study tours have today refunded the college (who are now repaying parents) 72% of the cost with the remainder still outstanding. The college are still pursuing the outstanding amount.
