Klarna Refund

Hi,
My wife is still waiting for a refund from Klarna for a purchase she made via her debit card in January.
Since then, she closed the bank account that was used to make the purchase (RBS) and opened a new account with Starling bank.
She applied for the refund in March and asked that it would be refunded to the new bank account - which they confirmed it would.
However they then refunded it to the closed account with RBS.
Since then, she has been contacting them every few days to try to get her money back.
Klarna are insisting that they don't have the money because it was refunded to the old account and are RBS are insisting that it was returned to Klarna.
RBS have provided a letter as proof that the money was taken from the account by Klarna and not returned.
We are a bit stuck as what to do now. We can't do a charge back from the bank as the account is closed and Klarna don't seem to be regulated by anyone in the UK. Their website lists them being in Sweden and regulated there.

Klarna won't have taken the money back from the closed account, RBS will have sent it back.
So it will be sat in a internal account at Klarna.Life in the slow lane1
