Oh come on, let's not mess about! Get something like this:

wire it up to  movement detector in the appropriate spot and also wire in a CD player with a copy of Wagner's Ring Cycle ready to play.

One or the other should solve the problem, but going nuclear with both guarantees success.

Smoke from burning wax infused with chemicals.  
I would prefer smoke from a cigarette to be honest.

Citronella is an oil from a plant. Granted the stuff you buy in Poundland and such may have other stuff, probably why they don't work, but the genuine article should just be wax and oil.

Eucalyptus, lavender all natural will work also. Keeps away flys and bugs as well as disguising the smell of smoke.
