Holiday Cancellation

Further to my post previously  - re holiday Cancellation 
holiday insurance - have stated that I’m not covered if go on holiday - following. FCO advise - which is not surprising.
however, they are Now stating as there was a possibility that this was going to happen then the insurance will not cover me for cancellation.  Basically the insurance is not worth the paper it’s written on.  credit Card - won’t guarantee a refund As per previous message.  So am stuck.  Will be able to get a refund through ABTA/ATOL?
This leaves two pints:
1. What is the point of holiday insurance?
2. what is the point of FCO - if holiday firms still expect you to travel
